The PTWC said hazardous waves below 30cm were possible right across the Pacific, including in Australia, China, Columbia, Hawaii, Indonesia, Japan, Malaysia, Mexico, PNG and New Zealand.
Tsunamis at minimal levels vary with slightly higher waves with minimal landfalls, and usually up to five minutes apart.
The Pacific Tsunami Warning Centre says a powerful undersea quake with a magnitude of 7.6 struck off the east coast of New Caledonia in the South Pacific.
Mr Rene said a tsunami warning was issued for the whole country but was later rescinded for the capital.
Authorities in New Caledonia have called for an "immediate evacuation" of people to designated areas.
Earthquakes are generally more destructive when the epicenter is near the surface.
"The good news is, we have had no injuries or damage", said Oliver Ciry, a spokesman for New Caledonia's directorate for civil protection and risk management, adding that abnormal movements of the sea off the east coast and around the Loyalty Islands had been spotted earlier.

A 72cm-high tsunami has been observed near Lenakel, the largest town on the island of Tanna, Vanuatu, the PTWC reported.
The French territory, comprising of dozens of islands, is around 1,500 miles north of New Zealand.
"The building shook, but there was no damage".
Multiple aftershocks of up to magnitude 6.6 hit the area in the hours following the initial quake, according to the US Geological Survey. When the sirens sounded, the population headed for higher ground for safety.
Neighbouring island Vanuatu also issued evacuation warnings.
Last month, voters in New Caledonia elected to remain a territory of France rather than becoming independent.
