"I just want anybody, whoever, out there that knows anything about the murder of my daughter, to just please step up as if it was your own", an emotional Christopher Cevilla told reporters on Monday.
Washington said: "He sped off in front of us and stopped, and still continued to fire at us".
The seven-year-old was the daughter of the woman who was wounded, authorities said.
Investigators say they have an image from surveillance video of a pickup whose driver fired several shots into a vehicle carrying a family, killing a 7-year-old girl and wounding the child's mother.
The child slain Sunday has been identified as Jazmine Barnes, Harris County Sheriff Ed Gonzalez said.
"You should have a heart and step forward and say you did this to this baby because she did not deserve what you did to her". He said her mother, 30-year-old LaPorsha Washington, was shot in the arm but survived her injury.

The suspect is still on the run in a red pickup truck that fled the scene. And according to ABC13, officials are trying to determine if the attack was random or targeted. The suspect was described as a man, white, in his 40s, with a beard.
Jazmine died at the scene, her mother suffered a gunshot wound to the arm and her 6-year-old sister was injured by shattered glass. Authorities are asking the public for tips and appealing to nearby residents and businesses to review surveillance video for the red pickup truck.
"The family should be celebrating and spending time together anticipating the new year and instead they're making plans to bury this innocent, precious child", Gonzalez said. "So senseless. It's never easy, and extra hard during the holiday season", Gonzalez tweeted. Another child in the vehicle suffered minor injuries from glass fragments.
Gonzalez urged the suspect to turn himself in.
The sheriff said: "We're going to find you".
