During the Belt and Road Forum for International Cooperation in China, Duterte thanked countries that helped the Philippines in times of calamities and called for a more "proactive measures" on climate change.
The prime minister will be visiting the country on the invitation of President Xi Jinping to attend the 2nd Belt and Road Forum in Beijing on Friday.
It was the third day of the President's four-day visit to Beijing where he was invited to attend the second Belt and Road Forum for International Cooperation.
THE Philippines and China signed agreements Thursday on identifying priority investments and the rehabilitation of drug abusers, the President's spokesperson said.
"I want you guys, all businessmen, whether really be Japanese, Chinese, I want you to go to the Philippines, do business and I will create an environment which you will find comfortable", the President said in a speech in Beijing on Friday as he witnessed the signing of business agreements with Chinese companies. "We should objectively and fully understand debt problems of developing countries", he added.

Xi's Belt and Road Initiative, unveiled in 2013, aims to bolster a sprawling network of land and sea links with Southeast Asia, Central Asia, the Middle East, Europe and Africa. He said Egypt is willing to learn from China's successful experience and closely facilitate the cooperation between its own development strategy and the BRI.
The United States, which has not joined the Belt and Road, is expected to send only a lower-level delegation, and nobody from Washington.
"We continue to have serious concerns that China's infrastructure diplomacy activities ignore or weaken global standards and best practices related to development, labor protections, and environmental protection", a spokesman for the U.S. Embassy in Beijing said.
