On Sunday, March 31, authorities in NY announced that congestion pricing would be included in the 2020 budget passed by state legislature. The congestion pricing plan is historic - the only one of its kind here in the U.S. It will help reduce congestion, while investing in the Metropolitan Transportation Authority's (MTA) aging infrastructure.
The measure should also help NY reach its official goal of an 80 percent cut in greenhouse gas emissions by 2050. "What they've done is kick the can down the road on some controversial issues".
Almost all vehicles transiting below 60th Street in Manhattan will need to pay a toll, according to the measure, although some practical details still need to be ironed out. And then when drivers do still drive into Manhattan, the toll they pay will go towards improving public transportation, and an improved subway system may further encourage people to forgo vehicle rides.
The tolls could cost almost $12 for personal vehicles, according to a report issued a year ago. That includes the cost of the toll, which is likely to be more than $10.
Cuomo attributed the setback to disagreements over the nuts and bolts of legalization - insisting that state lawmakers haven't fallen prey to reefer madness.
