Arsenal mid-fielder and captain of Armenia's National Soccer team Henrikh Mkhitaryan will not participate in the Europa League final match against Chelsea on May 29 in Baku, Arsenal officially announced on Tuesday.
Armenia and Azerbaijan have a century-long conflict stemming from the fall of the Russian Empire in 1917, and there were concerns Mkhitaryan would not be safe in Baku.
Arsenal made an official complaint to UEFA, asking for the two English clubs to be given at least 10,000 tickets each.
"It's bad news, but we can not do anything for this issue", Emery told reporters on Tuesday.
"It's a very, very personal decision", he added. "I feel it's not normal that in 2019 - inside Europe, with very sophisticated democracies - that you can not play for political reasons".
There is hope at Chelsea that Sarri could yet oversee significant improvement if given a full preseason to implement his tactical system, but it is tempered by fear that many of his harshest critics at Stamford Bridge will never accept him.
"I want to respect his decision but I don't know", he said.
UEFA said that it had done everything it could to ensure Mkhitaryan's safety in Baku.

The Blues battle fellow Premier League side Arsenal in the final of UEFA second tier championship next week in Azerbaijan.
But Chelsea's placing behind Manchester City and Liverpool means their spot is already secured, while Arsenal have to win to be certain of returning to Europe's premier competition. "We'll miss him a lot because he is very important for our team".
