But in a revised statement Mr Sondland said: "In the absence of any credible explanation for the suspension of aid, I presumed that the aid suspension had become linked to the proposed anti-corruption statement".
During a press conference on October 17, Mulvaney was asked why Trump ordered the hold on military aid.

Mr. Sondland, in his updated testimony, says his memory was refreshed by seeing news accounts of others' understanding, including that of William Taylor, another top US diplomat to Ukraine.

Sondland later testified that his insistence to Taylor that no quid pro quo was in place came after a phone call with Trump, who relayed to the "no quid pro quo" messaging. "I had asked the boss what he wanted. So I can't tell you on that continuum when, what dates, but that's kind of what happened". Sondland claimed to have asked Energy Secretary Rick Perry whether he "had completely forgotten about bad meeting, bad words" but that Perry said he didn't recall it, either.
