He became the first sitting USA president to meet a North Korea leader in 2017, when he announced plans to halt what he called at the time "very provocative" and expensive regular military exercises with South Korea.

Jeong Kyeong-doo, Esper's counterpart, said Seoul may reconsider its position if Tokyo reversed course on its punitive export control measures against Seoul, which South Korea sees as retaliation for a court decision a year ago calling on Japanese companies to pay reparations to South Koreans affected by Imperial Japan's forced labour practices during the occupation of Korea.
Esper was in Bangkok after meeting with South Korean officials during a two-day trip to Seoul. North Korea in recent months has suspended virtually all diplomacy and cooperation with the South while demanding Seoul break away from its ally Washington and restart inter-Korean economic activities.
"He said Seoul and Washington promote North Korea" to show identical goodwill" since it believes decisions on its military training, testing, and exercises.
At a high-level defense policy meeting between the United States and South Korea held in Seoul on November 16, U.S. Secretary of Defense Mark Esper pressed the Moon administration to keep the pact alive. No new date has been set.
