"I do not believe this was a justified use of deadly force", Bottoms said.
"The officers' actions did not reflect fear toward Brooks", Howard said.
Vince Champion, southeast regional director for the International Brotherhood of Police Officers union, noted that Howard's office had referred to a Taser as a "deadly weapon" in charging documents for Atlanta police officers involved using the devices on two college students last month.
'The victim did not seem to present any kind of threat to anyone, and so the fact that it would escalate to his death just seems unreasonable, ' Howard told CNN.
