Biden is angry over reports that Russian Federation is offering bounties for Taliban attacks on U.S. troops.
A Russian military intelligence unit linked to assassination attempts in Europe offered rewards for successful attacks previous year on American and coalition troops, the Times reported.
Several US media report earlier sais in a report that a Russian military intelligence unit had offered money to Taliban-linked fighters to kill US troops and other members of the North Atlantic Treaty Organisation coalition operating in Afghanistan.
In addition to McEnany, Director of National Intelligence John Ratcliffe also said in a statement on Saturday that he had "confirmed that neither the President nor the Vice President were ever briefed on any intelligence alleged by the New York Times in its reporting yesterday".
Biden, a former vice president for eight years, pledged retaliation if he becomes president.
"Nobody's been tougher on Russian Federation than the Trump Administration".
The Kremlin had not been made aware of the accusations, said Dmitry Peskov, press secretary for President Vladimir Putin of Russian Federation.

Of the 20 Americans killed in combat in 2019, the Times said, it was not clear which deaths were under suspicion.
Officials developed potential responses, starting with a diplomatic complaint to Russian Federation, but the White House has yet to authorise any step, the report said. The outlet said that Trump failed to act on the report.
Biden criticized Trump for "his embarrassing campaign of deference and debasing himself" before Russian leader Vladimir Putin.
Biden called it a "betrayal of the most sacred duty we bear as a nation - to protect and equip our troops when we send them into harm's way".
