President Donald Trump on Wednesday appeared to encourage residents in North Carolina to attempt voter fraud - a felony crime - to test whether the system would catch voters who tried to cast two ballots in a single election.
"On your ballots, if you get the unsolicited ballots, send it in and then go make sure it counted and if it doesn't tabulate, you vote", Trump said.
"And if the system is as good as they say it is then obviously they won't be able to vote (in person)".
- Voters can also take their mail-in ballot with them in person on Election Day and turn it in to an official poll worker. "The Postal Service recommends that domestic, non-military voters mail their ballots at least one week prior to their state's due date to allow for timely receipt by election officials", says USPS, so you'll want to have it in the mail by Tuesday, Oct. 27 (and again, even earlier if possible!).
Preparations are underway in Suffolk County, Long Island, to make sure voters understand their options ahead of the November 3 election.
Democratic presidential nominee Joe Biden has accused Mr Trump of attempting to undermine Americans' faith in the 2020 election by questioning the mail-in voting process.
"We have the best data and ground game and we know exactly who we need to turn out", said Kivett. "And if it's not counted, then vote".
In 2016, just one-quarter of the USA electorate cast votes through the mail.
Mr Trump suggested voters vote once in person and a second time by post, in order to stress-test the system.

De Blasio said he's working with Senate Minority Leader Chuck Schumer (D-N.Y.) and other members of the ny congressional delegation to get Gaynor to reconsider.
She explained what voters should do in a "secondary situation" in states that do not have electronic polling books where voters can check to see if their mail-in ballots have been accepted.
Voting twice is also a crime under federal law, specifically under U.S Code Title 52, which reads: "Whoever votes a couple of times in an election ... shall be fined not more than $10,000 or imprisoned not more than five years, or both". A new CNN poll finds Biden and Trump in a statistical tie in North Carolina - hence the added pressure at the ballot box.
Trump was not expected to stray far from the White House during the three-day Labor Day holiday weekend.
Murphy ticked off four options: vote by mail; drop your ballot in one of at least 10 drop boxes per county, take your mail-in ballot to a polling place on Election Day, or vote provisionally in person on November 3. These states are Indiana, Louisiana, Mississippi, South Carolina, Tennessee, and Texas.
"Well, they will go out and go to vote, and they will have to go and check their vote by going to the poll and voting that way, because if it is scheduled, they will not be able to do that".
"The State Board office strongly discourages people from showing up at the polls on Election Day to check whether their absentee ballot was counted", Bell wrote in a statement. We're also working with groups that contact voters to make sure voters know exactly what to expect when they get their ballot, including how to fill it out and how to return it on time. "I look at the level of question that you people ask, I mean, honestly, it's disgraceful", Trump railed.
Galvin wants Americans to have confidence that their votes will be counted, but worries Trump does not have the same goal.
"Yesterday, Trump outright urged voters in North Carolina to commit voter fraud".
Many states offer ways for voters to verify the status of their ballot online that provide information on when an absentee ballot request has been received, when a ballot has been sent, when the ballot has been received by a local election office and whether it has passed the security review and been accepted.
