Teddy was located about 175 miles east-northeast of Bermuda late Monday afternoon.
The weather agency says Hurricane Teddy is expected to reach the offshore waters south of Nova Scotia Tuesday afternoon.
It said tropical storm conditions are expected to affect Bermuda into Monday night and large swells generated by Teddy are affecting Bermuda, the Lesser Antilles, the Greater Antilles, the Bahamas, the east coast of the United States, and Atlantic Canada.
Teddy is expected to become a post-tropical storm when it arrives in the region, and should bring heavy rain, strong winds and pounding surf to much of the Maritimes and southern Newfoundland.
Weather warnings have been issued for virtually all of Atlantic Canada as hurricane Teddy advances toward the East Coast.
There is a tropical-storm warning in effect for coastal Nova Scotia as of 3 p.m. Monday, and a less-intense tropical-storm watch for central and northern counties.

A Hurricane Watch is in effect for Port Aransas Texas to High Island Texas and a Tropical Storm Warning is in effect for Port Aransas Texas to Morgan City Louisiana.
An extremely large wind field associated with Teddy is likely to spread moderate to strong winds onshore.
"All of that area is still on the table in terms of the track of the storm", Robichaud said.
Rainfall is not going to be especially significant in most parts of the province, with 15-25 millimetres expected on the Avalon Wednesday before tapering off and giving way to sunshine on Thursday. By Tuesday evening, winds may gust over 20 miles per hour out of the northwest.
A slow-motion toward the west-northwest is forecast to begin later today, followed by a slow northwest to north motion Monday night and Tuesday.
If the storm tracks west of Halifax, that would put "a very significant portion" of the province under an area with the strongest winds.
Environment Canada has also issued storm surge warnings for Nova Scotia's Atlantic coast, saying the storm will push huge waves into the area on Tuesday.
In anticipation of the storm, Nova Scotia Power has urged locals to prepare for any potential outages by charging devices and getting an emergency kit together.
