Tropical Depression Delta drenched southwestern Louisiana with almost a foot and a half of rainfall causing flash floods and heavy winds that cut power to hundreds of thousands Saturday. "It's still unsafe out there, and we're just going to have to start over from a few weeks ago".
The Category 3 storm is forecast to hit the Louisiana coast Friday evening, weakening slowly at first and then more rapidly as it moves inland, the Miami-based center said.
The biggest oil refinery in America had several key production units knocked out as Delta raged, according to people familiar with operations who asked not to be identified.
Delta made landfall in Louisiana on October 9th as a category 2 hurricane around 6 p.m. CT with maximum sustained winds of 100 miles per hour. Forecasters predicted Delta would be downgraded to a tropical storm late Friday.

Hurricane Delta is making its way to the north with winds of up to 195 kilometers an hour.
Delta made landfall Friday evening near the town of Creole, a few miles east of where Laura hit in August, and then moved directly over Lake Charles, a waterfront city where almost every home was already damaged.
Streets were deserted in the nearby city of Lake Charles as residents fled, filling hotels or taking shelter away from the path of the Delta, which struck weeks after Hurricane Laura plowed ashore as a Category 3 storm in late August.
In Galveston, Texas, about 100 miles (160 kilometres) from where the centre made landfall, winds toppled trees, street signs and two homes under construction, and with dunes flattened by earlier storms, the surge reached beneath raised houses.
Delta was the fourth named storm to strike Louisiana in 2020.

The governor's office said it had no reports of deaths early Saturday, but a hurricane's wake can be treacherous. He had gathered food, plenty of water and had covered his windows to protect against flying debris during Delta.

The current record for the most active season was set in 2005, which went as far as Zeta, named for the sixth letter in the Greek alphabet after the traditional name list was exhausted. Tropical Storm Beta also hit Texas last month, wreaking destruction across parts of the state's coast. Some heavy rain is possible.
The station said photos of crushed cars and damaged homes were widespread, as well.
By 7am (local time), Delta was centered near the Louisiana-Mississippi state line and barely a tropical storm.
New Orleans may be spared the worst of the storm, although it will be hit by gusty winds and mild rain, said AccuWeather meteorologist Dan Kottlowski, with Lafayette the largest city on the storm's eastern and more risky side.
"I also know you're about to be tested again", Louisiana Gov. John Bel Edwards tweeted on Thursday.
New Orleans, to the east, was expected to escape Delta's worst. Forecasters said southern MS could see heavy rain and flash flooding.
Delta's winds will weaken more Saturday night into Sunday.
As reported, the storm is now expected to move across northeastern Louisiana before moving toward the northern MS and into the Tennessee Valley later Saturday and Sunday.
