Armenia's President Armen Sarkissian thanked Russia's President Vladimir Putin and Foreign Minister Sergey Lavrov, as well as other co-chairs of the OSCE group on the Nagorno-Karabakh conflict - France and the USA - for their mediation efforts.
Turkey's defence ministry blamed Armenia for the ceasefire violations in a post on Twitter and accused Yerevan of committing "war crimes and crimes against humanity".
The cease-fire took effect at noon Saturday, after talks in Moscow that were sponsored by Russian Foreign Minister Sergey Lavrov.
To stop disinformation surrounding the current conflict with Turkey and Azerbaijan and spread awareness in the worldwide community, Armenia's tech community leaders came together to form the Global Awareness initiative.
The Azeri Prosecutor General's Office said five people had been killed and 28 wounded in the attack, which it said violated the norms of the Geneva Convention on the protection of civilians.
"If Armenia continues its provocations to violate the cease-fire, Azerbaijan must respond", he said.
"Shelling of civilians areas by Armenian forces continued overnight", the ministry added.
Hurricane Delta hits with muted impact to transportation
Delta's path compounded damage already made by more powerful Hurricane Laura , which came ashore in the region in late August. The Louisiana governor's office said it had no reports of deaths early Saturday, but a hurricane's wake can be treacherous.
"Azerbaijan and Armenia begin substantive negotiations with the objective of achieving a peaceful settlement as soon as possible", Lavrov told reporters, adding that such talks would be mediated by France, Russia and the US.
Bitter fighting in the Caucasus region has claimed hundreds of lives, forced thousands to flee, and stirred fears of a full-blown war that could suck in regional powers Turkey and Russian Federation.
Lavrov also said the truce had been agreed "on humanitarian grounds" and would allow for exchanges of prisoners and bodies.
CASA is reaching out to elected officials and the media in an attempt to shed light on the situation, educate USA citizens about the conflicts, and convince the United States to exert its influence over Armenia and force the immediate liberation of the occupied Azerbaijani territories.
If the truce had held, it would have marked a major diplomatic coup for Russian Federation.
Armenia's foreign minister was due in Moscow on Monday for talks with officials from the Organization for Security and Cooperation in Europe's (OSCE) Minsk group led by France, Russia and the United States. The region is administered by ethnic Armenians but is located within Azerbaijan's borders.
Armenia´s rights ombudsman Artak Beglaryan told AFP this week that the fighting has displaced around half of Karabakh´s 140,000 residents and forced some 90 percent of its women and children from their homes. The fighting between the two nations has been the worst since the 1991-94 war in which at least 30,000 people were killed.
