Wisconsin finished its recount of votes cast in this month's US presidential election on Sunday, with only miniscule changes in the results that saw Democrat Joe Biden defeat Republican Donald Trump in the battleground state.
"The recounts of Wisconsin's two most populous counties (Milwaukee and Dane) has cost the Trump campaign $3 million".
As a solution, Kelly and other Republican plaintiffs had attempted either to override the 2.5 million ballots mailed under the law - mostly Democrats - or discard the results electoral elections and to order the Republican-controlled state legislature to elect Pennsylvania's presidential electors.
The Trump campaign has, as required by state law, paid 3 billion US dollars for the recount, only to see his defeat more apparent.
Trump has not yet conceded despite several legal blows and certification of election results in some key swing states, which includes MI on Monday.
"Free, fair elections are the lifeblood of our democracy".
But his campaign and legal team have lost several lawsuits by failing to convince judges of any irregularities in states including Michigan, Georgia, Arizona and Nevada - all of which are crucial to Mr Biden's victory. "I'll tell you right now, there is no way the U.S. Supreme Court is taking this case and if they do, they'll reject this".
But the appeals court said Trump's campaign had nothing substantial to argue.

He stressed that confirming such a result would be "a mistake" - reiterating his claims that he election was subject to voter fraud - but insisted, for the first time, that he would go peacefully if prompted by the Electoral College.
Overall, the Democrats received 257 of Trump's 125 votes.
"President-elect Biden won 306 electoral votes". Polls have showed a majority of Republicans believe Trump won the election and many believe the election was tainted, despite a lack of evidence.
Earlier this month, a federal judge in Pennsylvania dealt a death blow to the Trump campaign's effort to overturn Biden's presidential win by dismissing a closely watched lawsuit that sought to invalidate millions of Pennsylvania votes. Those claims have not held up in court, however, and Trump's legal setbacks have mounted in recent weeks.
"The activist judicial machinery in Pennsylvania continues to cover up the allegations of massive fraud", she claimed on Twitter.
"It's very hard to get a case to the Supreme Court", Trump said in a Fox News interview conducted by telephone from the presidential retreat at Camp David, Md.
Trump's campaign has already failed elsewhere in court without proof of widespread fraud, which experts widely agree doesn't exist.
