Among the other contested battleground states, Georgia certified its election results last week and MI on Monday.
Multiple judges have rejected virtually all of the claims from Trump and his allies alleging fraud, because there is no evidence to substantiate them.
Twenty days after Election Day, most members of Trump's party still refused on Monday to refer to Biden as president-elect, or question Trump's insistence - without evidence - that he only lost on November 3 because of fraud.
Ingraham argued that Trump should continue his legal challenges, which have been roundly rejected in multiple courts.
Trump made the announcement that he will cooperate with the transition hours after Biden announced several key foreign affairs and national security designations, including Antony Blinked as secretary of state.
However, the outgoing US President is still challenging the results of the election, describing it as "corrupt".
The gulf separating the two candidates in the popular vote - which does not decide the race - has not kept Trump from threatening more litigation, even after his administration allowed the formal beginning of a presidential transition Monday. The General Services Administration (GSA), a government agency that plays a crucial role in the transition, has now designated Biden as the apparent victor of the November 3 election. It also paves the way for Biden and Vice President-elect Kamala Harris to receive regular national security briefings that Trump also gets.
MI certified Biden's victory on Monday and a federal judge in Pennsylvania tossed out a Trump campaign lawsuit on Saturday seeking to prevent certification in that state.
Even as Trump authorized the General Services Administration to go ahead with the presidential transition, he tweeted: "Our case STRONGLY continues, we will keep up the good fight, and I believe we will prevail!"
Trump said that it was finally time for the GSA to "do what needs to be done".

Russia's Sputnik V vaccine on Nov 11 was also shown to be more than 90% effective, though only based on 20 infections. The pair said that regimen n=8,895 showed 62% efficacy when given as two full doses at least one month apart.
Fox News host Laura Ingraham acknowledged on Monday that President-elect Joe Biden would be inaugurated in January after the Trump administration allowed the transition to begin.
Three main things take place - staffing, briefings, and organising the president-elect's packed schedule. "She has been harassed, threatened, and abused-and I do not want to see this happen to her, her family, or employees of GSA", the president wrote.
"I just want to congratulate the people of this country because there are no people like you". So, Emily Murphy is saying that she is not swayed by politics in this matter. The GSA had insisted that Murphy would "ascertain" or formally approve the transition when the victor was clear.
He said he had recommended that Ms. Murphy start the "initial protocols".
Biden has highlighted COVID-19 as a top priority for his administration amid President Donald Trump's disastrous handling of the pandemic, including repeated efforts to falsely play down the crisis and sow doubt on government health officials' science-based evaluations of the virus.
Mr Biden won 306 state-by-state electoral votes, well over the 270 needed for victory, to Trump's 232.
Trump has been consulting his advisers for weeks, while eschewing standard responsibilities of the presidency. I'd certainly do whatever it took to avoid Porter's whiteboard wrath, and so it's completely possible this was the straw that broke the camel's back as well.
It's not a concession, but it is the first solid indication that Trump is remotely willing to give up the election, which he has bitterly, and fruitlessly, contested for weeks. Both have high-level government experience.
