Vill's claim echoes several accusations made against the 63-year-old governor primarily by a series of staffers and former aides who say he made unwanted advances and inappropriate comments.
"The allegations against the governor connect to a pattern throughout his entire tenure of abusing power", she said.
Sherry Vill, 55, said she was left rattled and afraid to come forward after the encounter in which Cuomo called her handsome and twice kissed her aggressively on the cheeks during a visit to her home in Greece, a suburb of Rochester.
The governor, a Democrat, has denied wrongdoing.

Vill she agreed to let the governor into her home along with her husband and son. Allred said Vill has long wanted to report the Democratic governor's conduct, but her family was anxious he would "use his power to retaliate against her and her family". Vill alleged Cuomo grabbed her face and forcibly kissed her in front of her home.
In the past, Cuomo has referred to his Italian heritage as an explanation for his habit of hugging and kissing people when greeting them.

Cuomo kissed both of her cheeks in front of family members while inspecting her flood-damaged home in what Vill, who has been married for decades, felt was a "highly sexual manner".

The accusation Monday has similarities to allegations made by Anna Ruch, who told The New York Times that Cuomo touched her face and back and asked to kiss her moments after they met at a wedding reception.

"This had a long-term effect on me", said Vill, noting that neighbors took to teasing her as "the governor's new girlfriend".
Charlotte Bennett, 25, came forward a few days after Boylan and claimed that Cuomo sexually harassed her last June while she was working as a health policy adviser in his administration at the height of the COVID-19 crisis.
She said Cuomo invited her to a news conference, but she declined to attend. "I am still afraid of him, but I am no longer willing to remain silent".
According to CBS News, he would comment on her looks and stare inappropriately at her body, and at one point "Cuomo kissed her on her forehead during the office Christmas party in 2019 and called her and a coworker "mingle mamas" after he asked the coworker about her romantic life".
Vill also said the governor's office contacted her later with an invitation to an event in Rochester with the governor.
"The governor is a very powerful person in New York", Allred explained in response to another question about why Vill was only coming forward now.
