Chief health officer Jeanette Young said authorities are now trying to determine whether the nurse caught Covid in the same ward.
"Well, you get 45,000 items dumped on your front door at night and (are) told "well now you should have it out by the next morning", no one would be able to do that", he said.
"I am extremely angry and I know there are other health ministers in the country who share similar views, state and territory health ministers", Mr Hazzard said.
She warned the only way of meeting the federal target of vaccinating the Australian population by October is for federal and state governments to work cooperatively.
Mr Hazzard said "erratic" supply of the AstraZeneca vaccine complicated the NSW government's vaccine rollout.
Berejiklian also said the Government's "strong preference" was that people in the four local government areas don't travel to other parts of the state.
"If you have attended any of the venues in NSW which NSW health has identified get tested and stay home for the full 14 days".
Health Minister Greg Hunt has stepped in as peacemaker between the states and some of his federal colleagues after they engaged in a stoush over the COVID-19 vaccine rollout.
"We will always make sure we do what it takes to save lives, save jobs and keep Territorians safe".

Ms Berejiklian said the figure of 100,000 was "conservative" and that the total number of doses administered in NSW was closer to 150,000.
Mr Littleproud said the Federal Government would be willing to surge resources to support states and territories in ramping up the rollout.
The debate came as Queensland weighs up ending its lockdown on Thursday, as health officials make good progress on tracing cases linked to health workers.
Australia reported eight new locally acquired Covid-19 cases in Queensland on Tuesday (March 30) and authorities warned more could emerge as the state scrambles to quash an outbreak linked to the highly contagious United Kingdom variant of the coronavirus.
The two new cases were a nurse at the Princess Alexandra Hospital who had already received her first vaccination, and the other was a housemate.
