The CDC's revised guidance will still recommend vaccinated people still wear masks when they travel on planes, trains and buses, and in hospitals.
"Cruise ship operators, at their discretion, may advise passengers and crew that - if they are fully vaccinated - they may gather or conduct activities outdoors, including engaging in extended meal service or beverage consumption, without wearing a mask except in crowded settings", the manual says.
"Anyone who is fully vaccinated can participate in indoor and outdoor activities - large or small - without wearing a mask or physically distancing", Walensky said.
She said "If you are fully vaccinated you can start doing the things you stopped doing because of the pandemic".
The CDC announcement came as Biden and Harris were meeting with Republican senators in the Oval Office, and according to one senator in the meeting, the president and senators took off their masks midway through the meeting.
